In mid-2026, South Africa’s Department of Social Development announced increases to the Old-Age Grant (R2,400–R2,420) and introduced smart-queue kiosks to manage service delivery. However, the agency disclosed a R4.8 billion budget shortfall for the 2025/26 fiscal year, attributed to stricter verification and lower uptake. An intensified anti-fraud campaign and mandatory beneficiary reviews created significant administrative backlogs and long queues. To address this, SASSA hired 143 contract workers and introduced a fourth payment day for those under review. Beneficiaries flagged for review were warned that failure to submit identity, income, and residence documentation could lead to grant suspension under the Social Assurance Act. Legal challenges regarding the Social Relief of Distress (SRD) grant have intensified. The matter has reached the Supreme Court of Appeal following a Gauteng High Court ruling that found certain SRD regulations unconstitutional. Legal experts from the Centre for Applied Legal Studies (CLAS) argue that the automated verification system—which cross-checks data from banks, SARS, and credit bureaus—fails to distinguish between regular income and one-off deposits such as loans from relatives, funeral payouts, or stokvel contributions. Advocates contend this lack of nuance prevents millions of eligible citizens from accessing support, noting that while 15 million people may qualify, only about eight million are currently being serviced. As the 2026/27 financial year begins, SASSA has released a staggered payment schedule to reduce congestion. However, Social Development Minister Dina Pule disclosed in Parliament that over 56,000 beneficiaries had their grants suspended during the first quarter due to ‘non-compliance with review requirements.’ While 5,231 beneficiaries were later reinstated, the suspensions have caused significant household hardship. New administrative reviews and strict means testing are disproportionately impacting pensioners. A half-year report indicates that pensioners accounted for 55% of all completed administrative reviews and 54% of all grants suspended due to incomplete reviews.
