As the October 4, 2026, regional and municipal elections approach, the National Registry of Identification and Civil Status (Reniec) is facilitating identity document access and securing the electoral roll. To support voters, the agency has processed over 351,000 online duplicate DNI requests for adults as of August 2026. In preparation for the elections, Reniec has identified 38,000 irregular address changes associated with ‘voto golondrino’ (migratory voting), a practice where false addresses are used to manipulate electoral rolls. In response, the agency conducted over 68,000 home inspections, which successfully restored 1,662 addresses in the Ayacucho region alone. To facilitate voter identification, Reniec has expanded its efforts through the ‘Plan Nacional de Identidad para Todos 2026-2028’. A nationwide campaign is offering currently providing free electronic DNI (DNIe) issuance until September 27 across Lima and 21 other regions. 18 regions through October 4, 2026. This initiative, managed by the Directorate of Identity Restitution and Social Support (DRIAS), targets vulnerable populations including senior citizens, individuals in medical emergencies, and persons with disabilities, orphaned children and adolescents. Service availability has been expanded to assist with DNI processing.
