Overview
After the June launch of Brazil’s digital Carteira de Identidade Nacional and Argentina’s electronic DNI, South American governments have kept expanding digital services and tightening related regulations. Provincial mobile desks in Argentina continued rolling out same‑day DNI issuance through July, while Peru introduced same‑day electronic passports in Lima and Callao. On 24 July Argentina’s Registro Civil made the new DNI format mandatory and Peru’s Reniec issued procedures for cancelling deceased persons’ DNIs.
On 25 July 2026 the Argentine Customs and Revenue Agency (ARCA) digitised the process for releasing guarantees on Mercosur imports through Resolution General 5880/2026 and the SITA electronic platform, enabling importers to submit digital Certificates of Origin and receive faster electronic verification while retaining document validation. The same day the Buenos Aires Province Revenue Agency (ARBA) revised its special gross income tax regime under Resolution Normativa 38/2025, requiring applicants to have no outstanding fiscal debts and to keep non‑prescribed liabilities below 10 million Argentine pesos, a move intended to reward compliant taxpayers.
These measures build on earlier steps, such as the July 18 duty‑free quota for 50 000 hybrid or electric cars starting in January 2027 and the expanded Special Customs Area in Tierra del Fuego, signalling a broader regional push toward digital administration and stricter fiscal oversight.
