Overview
After an IMF warning in April 2026, President Lee Jae‑myung tightened taxes, posted a record current‑account surplus and launched a housing‑inventory programme. Mid‑year the administration shifted to an expansionary stance, citing low debt‑to‑GDP, a semiconductor super‑cycle and a sovereign‑wealth‑type fund to back technology, AI, smart farming, the energy transition and defence. The strategic‑industry multipolarisation plan earmarked over 1,000 trillion won for semiconductor and AI data‑centre projects, with corporate pledges totalling about 312 trillion won for AI, aerospace, future‑mobility and SMR hubs. Space ambitions include a private lunar soft‑landing by 2030 and a K‑Starlink LEO constellation by 2035, supported by up to 14.2 trillion won. Lee attended the NATO summit in Ankara on 8 July, unveiling “Defence Partnership 2.0” and opening talks on a basic defence‑procurement agreement that would give Korean firms access to NATO’s joint‑procurement market while expanding South Korea’s observer role. A brief meeting with Canada’s prime minister reaffirmed AI collaboration, and a historic state visit to Mongolia (9‑11 July) produced 21 MoUs covering AI, digital communications, cybersecurity, clean‑energy, logistics, finance, health and forest‑restoration. The leaders declared a “golden era”, advanced a Comprehensive Economic Partnership Agreement to principle and set a US$1 billion trade target by 2030, while discussing reduced tariffs on Mongolian rare‑earths, copper and molybdenum. On 14 July Lee used a cabinet work‑report to call for a shift from a real‑estate‑driven asset allocation toward more productive finance, ordering rapid corrective measures on single‑stock leveraged ETFs for Samsung Electronics and SK Hynix, urging accelerated legislation such as a “stock‑price‑suppression‑prevention law”, promoting debt‑relief for overdue borrowers and expanding whistle‑blower rewards. He also warned officials not to seat young women beside them at drinking gatherings.
