By mid-August, heavy rainfall intensified across South Korea’s southern regions. The Ministry of the Interior and Safety raised the heavy rain crisis alert level from ‘interest’ to ‘attention’ as cumulative precipitation in some areas was expected to exceed 250mm. Attributed to an extratropical cyclone weakened from Typhoon Dolphin, the rain triggered landslide crisis alerts in Gwangju, Busan, Ulsan, and Gyeongnam. In Geoje, cumulative rainfall exceeded 900mm, with hourly rates hitting 124.5mm—a record since 1972. A fatal landslide in Okpo-dong, Geoje, buried the ground floor of an apartment building, resulting in at least one death and multiple injuries. The extreme weather caused widespread flooding of homes, roads, and approximately 41 educational facilities, leading to the evacuation of over 500 residents. Recovery efforts have been bolstered by inter-regional aid and private sector involvement. Major financial institutions, including Shinhan Bank and KB Kookmin Bank, launched relief operations in the Geoje and Tongyeong regions, deploying employees for cleanup and debris removal while providing hundreds of millions of won in emergency funds and payment deferrals. By late August, intense rainfall caused further damage in the Jeonnam and Gwangju regions. In Yeonggwang, Nakwoldo recorded over 345mm of rain overnight, leading to 26 damage reports including flooded homes, collapsed walls, and landslides. While residents in Suncheon and Hwasun evacuated due to risks, no casualties were reported in that area. In response to the disruption, Geoje City Council member Yun Hyeon-ah has called for a more practical disaster response system. She highlighted issues such as power and water outages in 18 apartment complexes and criticized the distance of designated evacuation centers from residential areas. Yun proposed an integrated system to better coordinate evacuation, meals, medical care, and childcare.
