The city targets 14,000 unit commencements by 2028 and 40,000 units by 2031, with plans to select 100 new candidate sites by 2030 to support an additional 120,000 units.

Broadening its redevelopment efforts, Seoul has upgraded its process management to the vice-mayor level to oversee 85 strategic supply projects aiming for 85,000 unit commencements by 2028. This includes monitoring 11 major sites, such as the Hannam 3 District in Yongsan, which is expected to produce 5,816 units. The city also intends to deploy expert support teams to resolve conflicts regarding construction costs and resident disagreements.
