South Korean correctional facility expansion competition

Overview

South Korean local governments are competing to host four new correctional facilities planned by the Ministry of Justice. The initiative aims to address aging and overcrowded prisons while simultaneously combating regional extinction and economic stagnation in areas facing population decline.

Seven municipalities have submitted proposals: Yeongdeok, Yeongyang, Uiseong, and Cheongsong in Gyeongsangbuk-do, Jecheon and Boeun in Chungcheongbuk-do, and Jeongseon in Gangwon-do. These regions view the facilities as economic drivers that can attract permanent residents, create approximately 250 jobs per site, and increase local spending through inmate visitors and the procurement of regional agricultural products.

The Ministry of Justice intends to invest roughly 241.9 billion won per facility. Each site is designed to house 1,000 inmates and will include community amenities such as parks, sports facilities, and electric vehicle charging stations. The final locations are expected to be selected in December, with a target completion date of 2034.
