South Korea is experiencing a period of significant cultural activity, though internal data highlights a sharp divide between the metropolitan center and rural provinces.

Analysis of government funding for performing arts and artist welfare shows a heavy concentration in the Seoul metropolitan area. Specifically, approximately 76.7% of organizations selected for a major creative support project and 73% of users of the ‘Artist Living Stability Fund’ are located in the capital region. Disparities are even more pronounced in housing loans, where 86.8% of recipients are from the metropolitan area. Critics have attributed this to structural issues, such as the requirement for in-person consultations in Seoul, which disadvantages artists in provinces like Ulsan and Jeju.

Simultaneously, the country is seeing a broader cultural surge driven by the global popularity of K-culture. This is exemplified by major international events such as Frieze Seoul and Seoul Art Week, which draw global attention to the capital’s art scene. While the metropolitan area remains a primary hub for these large-scale exhibitions, there is also growing interest in the diverse landscapes of coastal and historic regions like Busan, Gyeongju, and Jeju Island.
