South Korean enforcement against illegal fishing near NLL

Overview

South Korea initiated a multi-agency strategy to combat illegal fishing by foreign vessels, primarily Chinese boats, near the Northern Limit Line (NLL) in the West Sea. The government’s plan involved intensifying joint enforcement between the military, police, and coast guard, deploying specialized vessels, and installing artificial structures to obstruct illegal trawling.

Following these preparations, the Central Regional Coast Guard and the Navy conducted large-scale crackdowns during the autumn peak season. A two-day operation from October 10 to 11 involving 20 vessels resulted in the seizure of one foreign fishing vessel and the expulsion of 91 others. This action reduced the number of illegal foreign vessels in the NLL area from approximately 200 to around 150. Several officers received special bonuses for their roles in seizing multiple illegal Chinese fishing boats and expelling dozens of other vessels.

In a subsequent joint operation with the Navy near Baengnyeongdo, authorities seized two 150-ton steel Chinese fishing vessels that had crossed the NLL by up to 6km. The vessels were reportedly using a paired ‘double-net’ method and attempted to flee by cutting their shared nets after ignoring orders to stop. Following this enforcement, 48 other Chinese fishing boats were escorted out of the territory, and 31 crew members were taken to Incheon for investigation. Officials stated they are intensifying these crackdowns to protect maritime sovereignty and marine resources.
