South Korean health insurance misconduct and fraud response
Overview
Disciplinary records submitted to the National Assembly revealed widespread misconduct among employees at South Korea’s National Health Insurance Service (NHIS) and the Health Insurance Review and Assessment Service (HIRA). Reported violations included unauthorized access to sensitive personal data, illegal secondary employment, and the use of professional knowledge for private gain.
In response to systemic issues regarding insurance integrity, the HIRA and the Financial Supervisory Service (FSS) have entered a partnership to enhance information sharing and develop real-time analysis systems to detect medical usage anomalies and indemnity insurance fraud. Additionally, the General Insurance Association of Korea has established a research forum involving legislative and investigative bodies to address increasingly sophisticated insurance crimes involving technologies such as generative AI and deepfakes.
