South Korean international economic and strategic expansion
Overview
South Korea is pursuing diverse international economic and technological partnerships. In Africa and Algeria, the nation is focusing on sharing developmental successes in industrial policy, education, and artificial intelligence to support local markets.
Simultaneously, South Korea has entered a significant economic cooperation phase with the United States. Under a Strategic Investment Memorandum of Understanding, South Korea is committing up to $200 billion toward strategic projects, following a broader 2025 framework involving $350 billion in total investment-related activity, including $150 billion for the shipbuilding sector. Key energy and infrastructure initiatives include ‘Project Star’, a gas-fired combined-cycle power-generation project in Texas, a nuclear-power framework, and a $50 billion liquefied natural gas (LNG) project in Alaska involving a 1,300 km pipeline. In exchange, the United States has agreed to a 15 percent tariff framework for qualifying South Korean goods in sectors such as automobiles, automotive parts, and pharmaceuticals.
Domestically, Deputy Prime Minister and Minister of Economy and Finance Lee Hyung-il has outlined structural reforms to enhance economic stability. These include expanding public sector restructuring to subsidiaries and small-scale institutions to reduce costs and redeploying public functions to address AI transitions and regional decline. Lee also addressed the upcoming January implementation of cryptocurrency taxation, noting that while the Democratic Party supports the schedule, the People Power Party has raised concerns regarding DeFi tax infrastructure and potential capital flight. To support growth, the government is pursuing the introduction of a ‘Korean-style strategic sovereign wealth fund’ and aims to resolve business grievances through ‘3 mega-projects’ and ‘7 SEED projects’ alongside social policies targeting housing, jobs, and microfinance.
