South Korean local government fiscal and infrastructure news
Overview
South Korean local government leaders have expressed concerns regarding the central government’s proposal to establish a ‘future response fund.’ Officials in Ganghwa County and Gangwon State warned that this plan could lead to significant reductions in local allocation taxes, potentially undermining regional financial autonomy. Projections suggested a possible decrease in these taxes from 98.1 trillion won to 68.5 trillion won.
In response to fiscal pressures, local governments have implemented specific budgetary and infrastructure measures. Seocheon County announced a second supplementary budget for 2026, increasing the amount by 45.8 billion won over its first supplementary budget. These funds target the reconstruction of the Seocheon Specialized Market and various welfare initiatives, supported by expenditure restructuring to manage resources. In Yeongam County, a 22 billion won flood prevention project is scheduled for next year in the Sijong Mansu district, utilizing 11 billion won in national funds to reinforce embankments and reconstruct bridges. The county also plans to invest 2 billion won in a neighborhood park near the Yeongam Eupseong fortress.
However, new data indicates a growing fiscal imbalance as total local government debt has exceeded 58.4 trillion won. An analysis by Representative Park Jeong-hyeon shows that future liabilities, including long-term borrowings and retirement benefits, increased by 17.7% compared to the previous year. While debt rose sharply, local government assets increased by only 2.8%. Specific regional concerns include Gwangju’s rising debt-to-asset ratio and Jeonnam’s doubling of long-term borrowings. Representative Park warned that the current structure shifts financial burdens to future generations, urging better monitoring of debt growth relative to asset growth.
