South Korean Ministry of Land misconduct and security issues

Overview

South Korean public institutions under the Ministry of Land, Infrastructure and Transport have faced significant disciplinary issues and security challenges.

Data covering the period from 2021 to mid-2026 highlights various forms of misconduct. Between 2021 and August 2025, 149 disciplinary actions were recorded, with drunk driving and sexual misconduct being the most frequent causes. A specific analysis of 17 institutions between January 2024 and May 2026 identified 52 cases of economic misconduct. The Korea Land and Housing Corporation (LH) was notably implicated in 20 of these cases, representing 38.5% of the total. Economic misconduct, which included bribery, embezzlement, and unauthorized secondary employment, accounted for 48.1% of all dismissals during that timeframe.

In addition to internal misconduct, the ministry and its affiliates have faced external threats. Between 2021 and 2025, 4,778 cyberattack attempts were detected, primarily targeting web vulnerabilities. Security concerns are compounded by the fact that approximately 35.5% of the 31 affiliated public institutions are not yet integrated into the national security control system.
