South Korean public housing development and vacancy trends

The Korea Land and Housing Corporation (LH) is managing diverse aspects of public housing in South Korea, ranging from new development initiatives to managing existing vacancies.

In Seoul, LH announced plans to accelerate the Seoripul District 1 public housing project in Seocho-gu. Utilizing an ‘ultra-short-term construction model’ to fast-track licensing and compensation, the agency aims to begin housing construction by the second half of 2028. The project intends to provide approximately 18,000 public rental units, including ‘universal rental housing’ designed for newlyweds and families.

Conversely, data regarding existing stock shows a significant regional disparity in vacancy rates. While the Seoul metropolitan area maintains a low vacancy rate of approximately 0.8%, non-metropolitan areas face a rate of 4.7%. Some regions, such as Chungnam and Sejong, have reported double-digit vacancy rates. National Assembly member Jeong Hee-yong has raised concerns regarding the financial stability of LH and the potential hollowing out of regional communities, calling for more aggressive measures to attract tenants to provincial areas.
