South Tyrol electoral reform dispute
Overview
A proposal to redraw the senatorial constituency of Bozen (Bolzano) Unterland in South Tyrol has triggered significant political tension regarding linguistic representation.
Initially, the South Tyrolean People’s Party (SVP) opposed an Italian government majority proposal to shrink the district, arguing it would disrupt the balance between German- and Italian-speaking communities. The SVP claimed the move would violate the “Package measure 111” autonomy agreement and potentially infringe upon Austria’s role as a safeguard under international law.
The dispute intensified following an amendment introduced by Fratelli d’Italia MP Alessandro Urzì. The plan seeks to redistribute several predominantly German-speaking municipalities—including Tramin, Kurtatsch, Margreid, Kaltern, and Eppan—into the Meran constituency, while moving Aldein to the Brixen constituency.
While supporters argue the redistribution is necessary to prevent the Italian-speaking group from losing direct Senate representation, opposition parties such as the Greens and Süd-Tiroler Freiheit view it as a strategic attempt to shift voting patterns. In response to the controversy, the SVP is considering advocating for broader reforms, including the establishment of a single electoral district for South Tyrol based on pure proportional representation.
