Spain and Italy military procurement and funding

Overview

Spain and Italy have initiated significant military procurement and investment programs. Spain’s Council of Ministers approved 111 million euros for various acquisitions, including 46.26 million euros for 155mm field artillery ammunition, 22.69 million euros for heavy machine guns, and 42.58 million euros for Standard SM-2 IIICU missiles to bolster naval air defense. The Spanish package also includes over 17.5 million euros for MH-60R helicopter support.

In Italy, the Ministry of Defense launched a 5.14 billion euro program to modernize its heavy armored fleet by replacing the C1 Ariete with New Main Battle Tanks (NMBT) developed by the Leonardo Rheinmetall Military Vehicles joint venture.

These modernization efforts are supported by broader European Union financial mechanisms. The European Commission has approved Italy’s updated SAFE plan, providing approximately 8 billion euros in loans. This SAFE instrument is part of the ReArm Europe/Readiness 2030 plan, which is intended to assist member states in increasing defense investments through joint procurement and strengthening the European defense industrial and technological base.
