Spain climate risk management

In late July 2026 the Spanish government began tightening flood‑zone building regulations. A draft royal decree‑law, open for comment until 16 September, would raise construction elevations and require stricter design and evacuation plans for flood‑prone areas, especially in Asturias.

Two days later regional authorities in the Canary Islands and Andalusia pressed the central government for a broader National Agreement on Prevention, Coordination and Response to Natural Risks. They called for an integrated strategy covering mitigation, adaptation, forest management, civil protection and water planning, and highlighted the need to resolve toxic‑water treatment before proceeding with the Alcolea dam and San Silvestre tunnel projects.

Together the snapshots show a shift from specific building‑code reforms toward a wider, coordinated approach to climate‑related hazards and water‑safety across Spain’s regions.
