Spain disaster risk management and preparedness

Overview

Spanish authorities have initiated several measures to enhance emergency management and safeguard critical assets against natural and human-caused disasters.

In early October, the Patronato de la Alhambra y el Generalife launched a tender for a safeguard plan for the Nasrid Palaces to mitigate risks from fires, floods, and earthquakes. Concurrently, the municipal government in Badajoz approved the Municipal Action Plan for Flood Risk (Pamin) to coordinate emergency services across the municipality and its rural areas.

By late October, a directive from the Council of Ministers mandated that municipalities in high-risk seismic zones develop local action plans. This requirement affects all 103 municipalities in Almería due to geological activity in the Eastern Betic System, as well as 36 municipalities in Córdoba. These plans must establish protocols for population notification, evacuation, shelter establishment, and search and rescue operations.
