Spain gas sector regulatory framework updates

Spain’s National Commission on Markets and Competition (CNMC) has approved the remuneration methodology and financial rates for the gas sector for the 2027–2032 regulatory period. The decision sets a financial remuneration rate of 6.46% for regasification, transport, and technical management, while increasing the rate for gas distribution activities related to meter rentals to 6.87%. These regulations are scheduled to take effect on October 1.

Following the approval, the Spanish Gas Association (Sedigás) responded to the new framework. While the association noted that the continuity of the regulatory architecture provides “stability and predictability for investment planning,” it warned of potential risks to the sector’s financial equilibrium. Sedigás expressed concerns regarding a projected reduction in income, uncertainty over specific remuneration parameters, and the limited scope of new incentives. The association argued that uncorrected imbalances from the previous period could compromise stable compensation for gas infrastructure companies, despite the framework including tools for decarbonization and digitalization.
