Spain messaging alias registration regulations
Overview
Spain’s National Commission on Markets and Competition (CNMC) introduced new regulations requiring companies to register messaging aliases to combat fraud and identity theft. Under Ministerial Order TDF/149/2025, electronic communication operators are mandated to block SMS, MMS, and RCS messages that utilize unregistered alphanumeric identifiers, such as brand names or web domains, instead of phone numbers.
This initiative is a component of the government’s Anti-Fraud Plan, targeting sectors including banking, retail, insurance, and public administration to prevent ‘smishing’ and brand impersonation.
As the September 15 deadline approached, the CNMC noted a high volume of requests that could not all be validated in time. To prevent the accidental blocking of essential communications from legitimate businesses, the commission established a transitional pre-registration period. Entities that submitted requests before 15:00 on September 14 are permitted to continue using their aliases while the CNMC completes its review process, which is expected to take up to three months.
