Spain professional truck driver regulations

In July 2026 Spain introduced a rule that generally bars professional drivers of heavy‑goods vehicles (over 7.5 tonnes) from loading or unloading cargo, including handling containers and pallets. The measure aims to improve driver safety and working conditions, with limited exceptions for services such as household moves, tank‑carrier transport, and aggregate transport, provided a written agreement is in place.

By early August 2026 the government clarified the mandatory Certificate of Professional Competence (CAP) for drivers of heavy‑goods vehicles. The CAP confirms training in road safety, transport regulations, tachograph use, load securing and occupational risks. Exemptions are possible when the vehicle is used to transport a company's own tools or equipment and the driver’s primary task is technical rather than transport. Companies that primarily employ drivers for moving goods remain subject to the CAP requirement.
