By mid-September 2026, Spanish housing initiatives expanded to include significant new funding for university accommodation and regional rent control measures. At the national level, the Ministry of Housing and Urban Agenda (Mivau) launched a 45 million euro aid program to develop affordable housing for students and faculty. This first phase aims to create approximately 1,525 units across Madrid, Castilla-La Mancha, Andalusia, Catalonia, Castilla y León, and Valencia. Primary beneficiaries include the Autonomous University of Madrid, the University of Castilla-La Mancha, Universidad Pablo de Olavide, the University of Burgos, Universitat Jaume I, the University of Jaén, and the Lleida City Council. The Ministry noted that priority was given to initiatives with available land or advanced projects; consequently, the University of Málaga received no resources as it did not submit a request. These new residences must maintain a ‘public purpose’ with affordable prices covering essential services like water and electricity. The Conference of Rectors of Spanish Universities (CRUE) welcomed the measure, noting that rising costs have historically hindered academic mobility. This intervention comes as the student rental market remains highly strained in major cities. Data from OCU indicates that the average monthly cost for a room in a shared apartment has reached 689 euros in Madrid and 735 euros in Barcelona. Additionally, the Ministry is preparing a royal decree to distribute 90 million euros to autonomous communities that have designated ‘stressed residential market zones.’ The majority of these funds—approximately 75.2 million euros—will go to Catalonia and the Basque Country. In Castilla y León, the Junta is also expanding its ‘Rehabitare’ program in Salamanca to combat rural depopulation through the rehabilitation of unused properties.
