Spain regional debt relief negotiations stall

On 25 July 2026 the Independent Fiscal Responsibility Authority (Airef) placed a public warning on Parla’s city council after the municipality failed to provide requested budget and debt data, noting that its debt would take centuries to clear at current rates. The same day the central government advanced a law to partially transfer €17.1 billion of autonomous‑community debt – including sizable allocations for Andalusia and the Valencian Community – to the state via the Autonomous Liquidity Fund (FLA). Opposition parties criticised the measure as favouring rival‑governed regions.

The Spanish Congress entered summer recess on 26 July, leaving the broader debt‑forgiveness package unresolved. A draft law would have the state assume €83.3 billion of FLA debt, of which €17.1 billion concerns Catalonia, a deal tied to ERC’s support for Prime Minister Sánchez’s investiture. With Parliament adjourned, the timing of the financing model for Catalonia and any early election remain uncertain.

Further complications emerged on 26 July when the government’s autonomous‑financing reform stalled: fourteen regions voted against raising the central share of personal income tax to 55 % and VAT to 56.5 %, leaving only Catalonia in favour. A CPFF meeting on 29 July is expected to seek additional backing. The Canary Islands secured a separate arrangement, adding €1.337 billion to their budget and unlocking €196.1 million for employment, poverty‑reduction and infrastructure projects. Junts per Catalunya warned it would propose amendments to expand the FLA debt‑forgiveness to 100 % if the law proceeds.
