In early July 2026, Spain’s government approved a reform to the General Traffic Regulations that introduced new safety‑gear requirements for motorcyclists, mopeds and motor‑scooters. The rules make closed‑toe footwear and certified gloves mandatory, tighten helmet standards to the UNECE R22 specification, and set €200 fines (halved if paid promptly) for non‑compliance. Professional riders must also wear high‑visibility vests, and a right‑hand lane use provision was added for traffic jams.

Later in July, the Dirección General de Tráfico expanded the enforcement focus to passenger cars, warning that obstructive sunshades can incur €200 fines and that unapproved towing balls must be fitted by authorised workshops, certified and registered with the ITV, with penalties up to €400 for violations. Both steps reflect a broader push by Spanish authorities to tighten vehicle‑related safety rules and increase penalties across different road‑user groups.
