Spanish construction sector economic challenges
Overview
The Spanish construction and renovation sectors are facing significant economic pressures driven by high inflation and rising material costs. Between January and August 2026, the volume of public contracts awarded to single bidders reached 976 million euros, representing a fourfold increase from the previous year. The National Construction Confederation (CNC) noted that nearly as many public works contracts remained deserted in the first half of 2026 as in all of 2025, with an average of 188 projects per month failing to find a contractor.
Industry leaders, including Juan Cámara of Torrescámara, have highlighted that current public tender price revision formulas often fail to account for inflationary spikes, leading to unawarded tenders or contract rescissions. In the Valencian Community, reconstruction efforts following the October 2024 Dana floods have contributed to inflation rates nearly double the national average.
To mitigate these risks, construction companies are calling for government intervention and laws that compel autonomous communities and local councils to implement cost-revision protections similar to those used by state-level entities like Aena and Adif. Additionally, the industry is addressing labor shortages and project delays by turning to prefabricated concrete solutions and advocating for more affordable land to address the residential housing crisis.
