Spain approves major disability and dependency law reform

Overview

Spain has definitively approved a major reform of its disability and dependency laws, a move the government describes as a “refoundation” of the care model. The legislation aims to expand services and benefits while reducing bureaucracy.

A central pillar of the reform is a financial commitment requiring the General State Administration to cover 50% of the investment for the System for Autonomy and Care for Dependency (SAAD). To support this, the government will provide €6.2 billion in additional funding to autonomous communities between 2026 and 2027.

Minister of Social Rights Pablo Bustinduy stated that the reform intends to reduce waiting lists by half by 2027 and eliminate them entirely by 2028. Despite this progress, the Spanish Association of Amyotrophic Lateral Sclerosis (adELA) has criticized the final outcome. The association noted that several amendments proposed during the Senate review were rejected in the final vote, including a 4% reduced VAT for home or vehicle adaptations and the extension of benefits for caregivers of dependent children.
