Spanish government migrant connectivity efforts in Ceuta

Overview

Following a surge in mass arrivals since late July, the Spanish Ministry of Inclusion, Social Security and Migration contracted Telefónica to install three free Wi-Fi access points in Ceuta. The initiative aimed to provide connectivity near the Temporary Stay Center for Immigrants (CETI) and other provisional accommodation areas to manage migratory pressure and support administrative and humanitarian efforts.

The deployment faced criticism from the organization Hazte Oír, which planned to file a complaint regarding the use of public funds for the installation. Subsequently, the Spanish government halted the processing of the emergency contract due to public controversy surrounding the direct award of the service to Telefónica. Officials are now evaluating whether to reduce the scale of the infrastructure or cancel the contract entirely.
