Similarly, La Línea de la Concepción has sought a four-year contract with a budget of up to 48,400 euros to provide 24-hour emergency care, hospitalization, and surgery. Management models are becoming increasingly sophisticated. In Girona, the city has transitioned to a CERR model, which expands upon traditional CER by incorporating formal animal registration. As of late 2025, Girona reported managing 78 colonies with 796 registered cats, achieving a 93% sterilization rate. In A Coruña, the local government is implementing a digital initiative using geolocation software and interactive maps to track populations, monitor feeding stations, and coordinate health data between veterinarians and welfare associations. However, the implementation of these mandates has met with significant resistance. In September 2026, animal protection groups and community cat colony managers organized simultaneous demonstrations across 38 locations, including Palma, Bilbao, Madrid, Barcelona, and Málaga.
