Spanish and Andorran regional public infrastructure funding
Overview
In the Valencian Community, reports indicate that public spending per student for charter schools (enseñanza concertada) was among the lowest in Spain for 2023. The region allocated 3,463 euros per student, which is significantly below the national average of 4,705 euros. Data shows the proportion of the regional education budget dedicated to charter schools fell from 15.9% in 2014 to 12.4% in 2024.
Following these reports, regional governments have moved to allocate funds for infrastructure. In the Valencian Community, the Conselleria de Sanidad has granted nearly 3 million euros to 25 municipalities, including six in Alicante, to reform and maintain local health clinics.
In Catalonia, the Generalitat has mobilized 63.6 million euros of a 100 million euro fund to improve public schools. Sabadell is a major beneficiary, receiving approximately 3.1 million euros for maintenance and modernization projects. The Catalan government is also moving forward with reforms to the Escola d’Administració Pública de Catalunya to modernize civil service recruitment.
Additionally, in Andorra, the government and the University of Andorra are investing in educational infrastructure. This includes a 1.7 million euro project to complete works at the former Fàbrica Reig in Sant Julià de Lòria, alongside planned school reforms in Santa Coloma and Sant Julià de Lòria scheduled for 2027 and 2028.
