Spanish urban rental housing affordability crisis

Overview

Spain is experiencing a significant shortage of affordable rental housing, particularly in major urban centers like Madrid and Barcelona. An analysis by the Organization of Consumers and Users (OCU) indicates that very few rental properties meet the sustainability threshold of 700 euros per month. In Madrid, only 13 listings were identified below this mark, while Barcelona had only nine. A major factor in the scarcity of stable housing is the prevalence of short-term rentals. In Barcelona, temporary rentals account for 84% of the identified supply under 1,000 euros, while in Madrid, nearly 30% of such listings are short-term.

In Barcelona, the financial burden is intensifying. A report from the Barcelona Chamber of Urban Property shows that rent and utility costs consume an average of 35.3% of household income, exceeding the 30% threshold recommended by various institutions. This pressure is unevenly distributed; in the Ciutat Vella district, housing expenses reach 47.4% of average incomes, compared to 26.6% in Sarrià-Sant Gervasi. Data suggests that a median income of €38,979 in 2023 may better reflect the financial strain on residents than the higher average income of €47,361.

In Madrid, the crisis is characterized by high prices for substandard living conditions. In the Trafalgar neighborhood, a 30-square-meter apartment listed for approximately 680 euros per month lacks an elevator and features a bathroom located outside the unit in the building's hallway. Critics note that real estate agencies often use terms like ‘charming’ or ‘intimate’ to market small, inadequate spaces, forcing residents to choose between proximity to work and basic living dignity.
