Spanish water infrastructure and utility developments

Overview

Water management developments in Spain have focused on both regional infrastructure improvements and large-scale utility contracting. In the Valencian Community, a 4.3 million euro solar-powered drinking water well became operational in Canet lo Roig to serve approximately 2,700 residents.

In Catalonia, the Metropolitan Area of Barcelona (AMB) has moved forward with a major water supply contract. On September 29, the AMB approved a proposal from Societat General d’Aigües de Barcelona, a subsidiary of the Veolia group, to manage drinking water services for 25 years. The contract is valued at approximately 1.078 billion euros and covers eight municipalities, including Sant Cugat del Vallès, Molins de Rei, and Tiana, serving roughly 250,000 inhabitants.

Veolia’s bid received a perfect score of 100 points in the public tender, outperforming the second-place bidder, the Aiguamet consortium (Aqualia-Aigües de València), which scored 93.58. The agreement includes a commitment to invest 168.7 million euros in modernizing hydraulic infrastructure.

The decision remains politically contentious. While the PSC and Junts supported the measure, opposition from groups such as Vox, En Comú Podem, and Junts per Tiana persists. Critics have questioned the economic sustainability of the offer, specifically noting a 60% reduction in projected network investment costs compared to previous plans. Concerns regarding the privatization of essential services and the potential for legal challenges continue to be raised by opponents.
