Sri Lanka economic recovery and foreign exchange efforts

Overview

Sri Lanka is pursuing economic stabilization strategies focused on increasing foreign exchange. In the first half of 2026, the export sector earned over US$9 billion, and the government established a roadmap to reach US$5 billion in digital export revenue by 2030.

Fiscal performance in early 2026 showed a shift from a deficit to a nominal budget surplus of Rs. 9.5 billion, supported by a 27% increase in revenue. The primary surplus, which excludes interest payments, rose 45% to Rs. 1.2441 trillion. However, interest payments continue to consume nearly half of the government's recurrent expenditure, and capital expenditure remains low at 16.1% of the annual estimate.

By September 2026, the economic outlook presented mixed signals. While the government recorded a monthly budget deficit of approximately Rs 119.23 billion in July—reversing the cumulative surplus from the first half of the year—overall fiscal performance for the first seven months remains stronger than in 2025.

Foreign investor confidence appears to be rising, with investors acting as net buyers of rupee-denominated government securities for thirteen consecutive weeks, totaling approximately Rs 92 billion (US$280 million) since June. Additionally, the Central Bank reported a 19.8 percent surge in foreign remittances. These inflows, alongside the government's target of reaching US$9 billion in foreign reserves by the end of 2026, remain critical to the nation's balance of payments and IMF-supported stabilization program.
