Student housing rental crisis in the Netherlands

Overview

An investigation by the platform Argos has identified widespread illegal rent increases within the Dutch student housing market. Approximately 60 percent of student room advertisements on Kamernet exceed legal limits, with landlords charging an average of 239 euros more per month than the statutory points system allows.

The issue is most prevalent in major university cities. In Amsterdam, 97 percent of examined rooms were found to be overpriced, with rents averaging 421 euros above the legal limit. Other cities with high rates of non-compliance include Leiden (81 percent), Utrecht (72 percent), and Delft (62 percent).

While the 2024 Affordable Rent Act (Wet betaalbare huur) provides municipalities with the authority to intervene, enforcement has been inconsistent. Rotterdam has taken action hundreds of times despite 80 percent of examined rooms being overpriced, whereas cities like Utrecht and Nijmegen have issued no fines. This regulatory challenge is compounded by a national shortage of more than 20,000 student rooms.
