The Stuttgart 21 railway project continues to face scrutiny regarding transparency and technical design. In August 2026, the activist alliance Aktionsbündnis gegen Stuttgart 21 announced plans to sue Deutsche Bahn to force the release of an internal revision report produced in the first half of 2026. The group argues the document contains environmental information subject to public scrutiny under the Environmental Information Act, while Deutsche Bahn has refused access, citing trade secrets and claiming that ongoing construction renders environmental impacts no longer relevant for disclosure. This legal tension follows an announcement by CEO Evelyn Palla regarding a project delay of at least five years based on the report’s findings.

Simultaneously, the decision to exclude artificial air conditioning from the new underground station has drawn significant public criticism, particularly following record-high summer temperatures. Deutsche Bahn representatives, including René Krull and communications head Jörg Hamann, defend the design by stating the station’s deep location at the lowest point of the Stuttgart basin will facilitate natural cooling. They explain that air traveling through tunnels up to 9.5 kilometers long will be cooled by the earth and the upward slope of the tunnels, aided by train movement and automated ventilation flaps in glass light wells.

Proponents suggest the lack of climate control is an intentional effort to reduce the station’s long-term carbon footprint by lowering energy consumption. Jörg Hamann noted that eliminating heating and cooling could significantly reduce the hub’s long-term carbon footprint, aligning with International Energy Agency (IEA) data stating that air conditioning contributes approximately one billion tonnes of CO2 annually. However, critics and social media users remain skeptical, citing concerns over heat buildup from electric locomotives and pointing to existing underground stations that suffer from high temperatures and poor air quality. The project’s opening has been delayed until late 2031.
