Surabaya child death and child protection response
Overview
A 10-year-old child with Down syndrome died in the Rungkut district of Surabaya, Indonesia, following alleged bullying and physical abuse by two neighbors. The victim’s father reported finding the child unresponsive with a shoelace tied around his neck and traces of detergent in his mouth. CCTV footage reportedly showed two 10-year-old neighbors entering the residence, and one child has been named a suspect by local police.
In response to the incident, members of the Surabaya Regional House of Representatives (DPRD) have called for a comprehensive evaluation of child protection systems. Legislators are urging the city government to implement an early warning system to detect neighborhood-level violence and to expand the reach of the Department of Women's Empowerment, Child Protection, and Population Control (DP3A-PPKB) to the village level. Officials also emphasized the need for increased bullying prevention socialization and stronger supervision in schools and homes.
