These recommendations include reducing energy taxes on electricity used for heat pump and electric boiler production to allow for more flexible production. Other proposals involve adjusting how emissions from fossil waste are accounted for and increasing the use of primary forest fuels to ensure a reliable heat supply for households and essential services during crises.
