Syrian financial reform and international engagement

Overview

Syrian finance officials have engaged in high-level discussions with international financial institutions to facilitate economic reform and reconstruction. In early October, Syrian Finance Minister Mohammad Yusr Barnia participated in a U.S. Department of the Treasury roundtable in New York to focus on reforming Syria’s financial sector and reconnecting the country to the global financial system. During the IMF and World Bank annual meetings in Bangkok in mid-October, Minister Barnia expanded discussions on reconstruction and market integration. He met with a Bank of America delegation to discuss financing for large-scale private sector projects, public-private partnerships, and debt market development. Further meetings with JPMorgan addressed the role of credit rating agencies in integrating Syria into international markets. Minister Barnia also engaged with the Asian Infrastructure Investment Bank (AIIB) regarding the completion of Syria’s membership procedures. The AIIB expressed interest in studying financing for energy, logistics, transport, and housing projects, with a technical delegation expected to visit Syria. In bilateral talks with Saudi Finance Minister Mohammed Al-Jadaan, officials discussed technical cooperation and the potential establishment of a trust fund to support reconstruction. Additionally, Barnia met with the CEO of the Saudi Fund for Development to discuss supporting the “Syria Without Camps” vision to facilitate the return of displaced persons. Building on these discussions, Syria and the World Bank announced the establishment of the Syria Recovery and Reconstruction Trust Fund (START) during the 2026 annual meetings in Bangkok. The fund aims to coordinate international aid, provide direct financing, investment guarantees, and technical assistance to accelerate economic recovery. Minister Barnia stated that the initiative marks a “new phase of international cooperation.” Expected donors include Norway, the Netherlands, Qatar, and the United Kingdom.
