Overview

Syrian officials have introduced the ‘Syria Without Camps’ vision, an initiative aimed at transitioning from managing displacement to facilitating sustainable, voluntary, and dignified returns for displaced populations. The government has set a target to conclude the camp issue by September 2027.

Minister of Emergency and Disaster Management Raed al-Saleh stated that the objective is to ‘remove the need for them’ [camps] by shifting international support from humanitarian response toward long-term solutions. This strategy involves rehabilitating infrastructure, restoring essential services like schools and health centers, and clearing landmines and war debris. To support this, the government has launched 300 projects in Aleppo, Hama, and Idlib to improve roads and basic services.

As of late 2026, progress in return efforts has accelerated. The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) reports that over 60,000 internally displaced Syrians have received support to return to their homes since January. A notable surge occurred during July and August, when 38,836 people left displacement sites, resulting in the inactivation of 130 sites. Recent operations, organized under Presidential Decree No. 59, have included convoys of families moving to southern Idlib, Hama, Aleppo, Damascus, and Raqqa provinces.

In Deir Zour, 224 families have begun returning to original towns from the Al-Jazira region as part of the ‘No Camps Vision’ initiative, which seeks a camp-free Aleppo by the end of 2026. While these movements indicate progress in infrastructure rehabilitation, OCHA has warned that the influx of returnees is placing ‘increasing strain on the services and resources of the receiving communities.’
