Syrian reconstruction and tourism investment
Overview
Syria has entered into a framework agreement with UAE-based developer Eagle Hills to initiate large-scale urban and tourism projects in Damascus and Latakia. The Damascus Hills project is expected to cover 10 million square meters, featuring residential units and hotels, while the Latakia project aims to develop 4.3 million square meters of coastal land including resorts and a marina.
Following these developments, interest in the Syrian reconstruction and tourism sectors has expanded to include global hotel groups such as France’s Accor and the US-based Wyndham Hotels & Resorts. Syrian state news agency SANA reported that tourist numbers more than doubled in the first half of 2026 compared to the previous year, reaching 3.52 million visitors. While the US removed Syria from its list of state sponsors of terrorism in August, the State Department maintains travel advisories against visiting the country.
