Syria's transitional parliament convenes inaugural session
Overview
Following President Bashar al‑Assad’s ouster in December 2024, interim President Ahmed al‑Sharaa established a 210‑member People’s Assembly to steer Syria toward civilian rule. Two‑thirds of the seats were filled by regional electoral colleges in 2025; the remaining 70 members, including 21 women (10 %), were appointed on 1 July 2026.
The Assembly opened its first session on 12 July 2026 in Damascus. Six hundred and six lawmakers were present, leaving three Druze‑majority Sweida seats vacant and noting the recent death of one member. President al‑Sharaa addressed the chamber, urging legislators to be “models of responsibility and competence,” to promote dialogue, the rule of law, and respect for institutions, and to focus on economic reconstruction, public‑service improvement, and investment.
Abdul Hamid al‑Awak was elected speaker. The body’s limited mandate includes drafting a new constitution, proposing legislation, and approving the state budget, but it cannot compel a vote of confidence. It will serve a renewable 30‑month term pending a permanent constitution and future elections.
Civil‑society organisations criticised the appointment process for concentrating power in the president’s hands and for the modest representation of women and minorities. The United Nations special envoy described the session as a “key milestone” in Syria’s political transition.
