Taiwan child protection and sexual misconduct scrutiny

Taiwan is facing increased scrutiny regarding child protection systems and legal responses to sexual misconduct involving minors. In Taipei, controversy has erupted over the delayed placement of a 10-year-old girl who was allegedly molested by a man brought home by her mother. While Taipei Mayor Chiang Wan-an stated the child is now in a safe environment and the city provided 714 services over 240 days, critics question why the child remained in a dangerous setting despite self-harming behavior. The Taipei Department of Social Welfare defended its actions as being based on professional safety assessments and the “best interests of the child,” noting a change in risk levels in July.

The situation has expanded into a debate over media ethics and political conduct. Taipei City Councilor Yang Chih-tou criticized a media outlet for assigning a reporter with a prior conviction for filming indecent images of minors to cover the story. Additionally, political tension has risen, with some accusing the Kuomintang (KMT) of using vulnerable groups for political purposes.

Regional safety concerns have also been highlighted in Kaohsiung, where Councilor Chiu Yu-hsuan noted the city recorded the highest number of child abuse deaths among Taiwan’s six major cities, with 14 deaths reported over three years. This has led to calls for more central government resources.

Legal proceedings continue to highlight misconduct. In Taichung, a father received a prison sentence of 4 years and 5 months for the sexual abuse of his children, though the judge applied a reduced sentence to facilitate his reintegration. Meanwhile, a metro harassment incident involving an elementary student has raised questions about whether such cases should be managed via juvenile protection or school counseling systems.
