Taiwan electricity rate adjustment deliberations
Overview
Taiwan is navigating significant financial pressure regarding its electricity pricing due to rising international fuel costs for coal and natural gas. Taiwan Power Company (Taipower) has reported a cumulative loss of 372.2 billion TWD and a debt ratio of 91.8%, exacerbated by increased electricity demand from the semiconductor and AI industries.
Initially, discussions centered on whether the Ministry of Economic Affairs would freeze residential electricity rates for the October through March period to mitigate inflation, despite Taipower proposing increases for various consumer groups. The government has utilized significant subsidies, including 71.1 billion TWD, to support state-owned enterprises like Taipower and CPC Corporation.
By mid-September, the Ministry of Economic Affairs officially postponed decisions on rate adjustments until December. The Electricity Rate Review Committee cited the need to prevent domestic price volatility and inflation, particularly as soaring fuel expenses driven by Middle East conflicts could lead to a potential 12.83% rate increase. The committee intends to revisit the matter in December, meaning any adjustments may not take effect until at least January of the following year.
