Taiwanese minister's APEC visit to mainland China

Taiwanese Labor Minister Hung Shen-han traveled to Nanjing, China, to attend the APEC Human Resources Development Ministerial meeting. This visit represents the first time a minister under the current administration has visited mainland China.

The trip has generated significant political debate in Taiwan. Prior to the visit, concerns were raised regarding potential political arrangements, such as the use of specific national anthems or titles, and whether the trip might be used for political unification efforts. Critics also questioned the consistency of government travel advisories.

Following the trip, political scrutiny continued. Legislators suggested the visit could serve as political leverage depending on its outcome, noting that future engagement would be tested at the APEC Economic Leaders' Meeting in Shenzhen. Additionally, commentators criticized the Ministry of Labor for a perceived lack of transparency regarding the minister's itinerary.

Minister Hung stated that his participation is based on the principles of ‘parity and dignity’ and follows existing patterns for Taiwan’s involvement in the forum. The visit occurs amid heightened cross-strait tensions, as Beijing views the Democratic Progressive Party administration as separatist. While other officials have visited China for APEC meetings this year, Hung’s presence as a cabinet-level official is noted for its rarity since President Lai Ching-te assumed office in May 2024.
