Tamil Nadu digital administrative reforms

The Tamil Nadu government is implementing a series of digital reforms to modernize various administrative and registration services.

Initial reforms focused on the Registration Department, involving the creation of 25 Model Registration Hubs to reduce congestion at sub-registrar offices. These upgrades include advanced scanning technology, technical improvements to the STAR registration software in collaboration with IIT Madras, and API-based integrations for real-time verification of legal documents. The plan aims to transition toward paperless registration for specific deeds and instant online delivery of various certificates.

Following these measures, the state announced a transition to fully digital driving licences and vehicle registration certificates (RCs) starting September 13, 2026. Under this system, physical smart cards will no longer be mailed, and citizens can instead use digital versions via QR codes on platforms like DigiLocker. This shift has faced legal scrutiny, as the Madras High Court has requested a government response following a petition from Force Identification Private Limited, which challenged the move on the grounds of central law contradictions and accessibility concerns for those without smartphones.

As the September 13 deadline approaches, the state has clarified that these digital documents, verifiable via QR codes through m-Parivahan and DigiLocker, will be available for free download for the first year. For those requiring physical copies, the government has indicated they can be printed at government e-Seva centres for a fee.
