In late July 2026, Portugal’s state-holding Parpública received binding proposals from Air France-KLM and Lufthansa to acquire a minority stake of roughly 45-50% in TAP Air Portugal, with 5% earmarked for workers. Following the earlier withdrawal of IAG, these two groups remain the sole contenders for the 44.5%–49.9% stake. The offers value the airline at €1.4–2.0 billion, implying a transaction size near €700 million. Both bidders emphasize TAP’s strategic network to Brazil, Africa, and North America. Air France-KLM intends to use Lisbon as a Southern European hub and expects to negotiate a commercial agreement with its joint-venture partner, Delta Air Lines. Lufthansa aims to expand its Iberian presence and connectivity between Europe and the Americas, building on its existing control of ITA Airways. By mid-August, Prime Minister Luís Montenegro reaffirmed his confidence that the privatization would allow the state to recover its total investment of approximately €3.2 billion through sale proceeds and future dividends. On September 1, Parpública delivered its formal assessment report to the Portuguese government. On September 2, the government announced it has initiated final negotiations with both Air France-KLM and Lufthansa. Minister of the Presidency António Leitão Amaro stated that the two competing bids are “so similar in their overall valuation” that the government will engage in several weeks of bilateral negotiations with both parties to secure improved proposals. By September 6, the Council of Ministers approved this negotiation phase, noting that current proposals—reported to be around €1,000 million and €1,200 million—could be improved to better address the €3.2 billion the state has injected into the airline. On September 9, the government extended the privatization deadline to December 31, 2026, to facilitate this final round of negotiations.
