Overview
In late July 2026, Portugal’s state-holding Parpública received binding proposals from Air France-KLM and Lufthansa to acquire a minority stake of roughly 45-50% in TAP Air Portugal, with 5% earmarked for workers. By mid-August, Prime Minister Luís Montenegro reaffirmed his confidence that the privatization would allow the state to recover its total investment of approximately €3.2 billion through sale proceeds and future dividends. On September 1, Parpública delivered its formal assessment report to the Portuguese government. On September 2, the government announced it has initiated final negotiations with both Air France-KLM and Lufthansa. Minister of the Presidency António Leitão Amaro stated that the two competing bids are “so similar in their overall valuation” that the government will engage in several weeks of bilateral negotiations with both parties to secure improved proposals. The ultimate goal is to select a single bidder for a final negotiation phase.
By September 4, Air France-KLM reaffirmed its interest, noting its strategic plan covers passenger transport, cargo, loyalty programs, and Maintenance, Repair, and Overhaul (MRO), with support from Delta Air Lines. Despite TAP reporting a loss of €99.2 million in the first half of the year due to fuel costs, the government noted the airline has achieved historically high sales volumes.
