Telstra nationwide mobile network outage

Overview

Investigations into a massive nationwide Telstra mobile outage in July have identified critical failures in the company’s network timing capabilities. The disruption was triggered on July 8 when a GPS card in a Melbourne equipment room reset to November 2006 following a power supply swap, causing a cascade of clock errors across the network.

The outage resulted in significant societal disruption, including the halting of rail services in Victoria and New South Wales, the disabling of EFTPOS payment systems, and the failure of hundreds of Triple Zero emergency calls.

An external investigation by Technology Audit Partners (TAP) found that Telstra failed to treat network timing as a critical capability, citing insufficient technical expertise and weak process discipline. It was noted that the two engineers with deep expertise in the network time protocol (NTP) system were on mandatory standdown when the impact occurred.

Further reviews highlighted that the vulnerability of such systems had been previously warned about in a University of Technology Sydney research paper titled ‘Failures and Resilience in the IP Era’. The incident has led to a Senate inquiry and a regulatory investigation that may result in fines of up to $30 million.
