Tembisa Hospital procurement corruption investigation
Overview
An investigation into a procurement corruption syndicate at Tembisa Hospital has led to significant legal and financial developments. Businessman and medical doctor Stefan Joel Govindraju appeared in the Palm Ridge Magistrate’s Court facing 70 counts of fraud, theft, money laundering, and corruption. He is alleged to have masterminded a scheme involving approximately R600 million in contracts between 2020 and 2023, utilizing a network of 75 companies and 1,237 contracts to bypass procurement checks through false documents and cover quotes.
The Special Investigating Unit (SIU) alleges that roughly R100 million in bribes were paid to hospital officials to secure these contracts. Following his arrest at O. R. Tambo International Airport, Govindraju was released on R200,000 bail while undergoing plea negotiations with the National Prosecuting Authority (NPA).
In connection with the probe, the SIU has secured approximately R42.4 million in assets, including cash, properties, and investments. A preservation order was granted to prevent the disposal of assets belonging to Zacharia Tshisele, his wives, and associated entities, as well as individuals including Joseph Fhumulani Muthaphuli and former Tembisa Hospital Area Manager Ernest Monnakgotla. Govindraju has also voluntarily surrendered properties to the NPA’s Asset Forfeiture Unit.
