The United Liberation Council (ULC), identified by intelligence sources as a shadow front for the Lashkar-e-Taiba terror organization, has issued a series of threats targeting Kashmiri Pandit government employees in the Kashmir Valley. These threats, which include specific names, residential addresses, street numbers, and vehicle details of families and employees working under the Prime Minister’s Rehabilitation Package (PMRP), mark the second such incident within a 15-day period. The alleged communications use aggressive language, labeling targeted individuals as ‘traitors’ and ‘white-collar terrorists’ while claiming their movements are being monitored. The organization Panun Kashmir has reportedly claimed responsibility for the threats on behalf of the ULC. In response to the circulation of these purported hitlists on social media, the All PM Package Employees Forum Kashmir has requested enhanced security from the Jammu and Kashmir Chief Secretary. The Kashmiri Pandit Sangharsh Samiti (KPSS) has also voiced deep concern. President Sanjay Kumar Tikku stated that rhetoric regarding brotherhood is insufficient and questioned why the community must repeatedly demonstrate trust when the state has yet to ensure their safety following leaks of personal information. On September 3, Kashmiri Pandit employees staged a protest in Srinagar, setting a September 30 deadline for the administration to provide pending transit accommodation. While the government is working to complete 6,000 transit flats—with the final 456 units targeted for completion by September—employees remain reliant on rented housing. Protesters warned that failure to meet housing demands by the end of the month will result in indefinite protests and hunger strikes, while continuing to demand a review of security at workplaces, residential areas, and transit routes. By September 12, the All PM Package Employees Forum escalated their concerns by writing directly to Home Minister Amit Shah.
