Overview

Following a visit to Cambodia, UN Special Rapporteur Tom Andrews released a statement regarding a border conflict, citing estimates of 650,000 internally displaced persons in Cambodia and 900,000 returning migrant workers. Thailand’s Ministry of Foreign Affairs rejected these claims, asserting that Cambodian forces initiated the dispute through attacks on civilian areas. The ministry disputed the displacement figures, stating many individuals were in shelters built in the late 1970s, and clarified that the movement of migrant workers was voluntary rather than a result of expulsion policies. Subsequently, the Thailand-Cambodia Joint Information Center (JIC), led by Air Vice Marshal Prapas Sonjaidee, defended the government's stance. Prapas emphasized that while Thailand respects the UN, it maintains the right to verify information affecting national security, stating that ‘the word ‘UN’ should not be used to prevent questioning.’ He argued that field visits conducted on only one side of the border fail to provide a complete picture, as Thai citizens have also been forced to evacuate. Conflict has since escalated to disputes over sovereignty. The JIC rejected Cambodian claims regarding disputed border areas following allegations that a visit by the Thai Prime Minister was an ‘unauthorised visit’ into Cambodian territory. The JIC clarified the visit was to provide moral support to security personnel and does not constitute a change in territorial lines. Dismissing Cambodia's use of physical markers as evidence, the JIC stated that ‘containers are not border markers, barbed wire is not a treaty, and trenches are not a map,’ insisting that sovereignty must be resolved through legal frameworks and the Joint Boundary Commission. Recently, the JIC has responded to accusations from Cambodian Prime Minister Hun Manet regarding the occupation of Cambodian territory.
